Herod Archelaus - Ruler of Judea and Idumea
Herod Archelaus was known as an ethnarch or a ruler that isn't king. He ruled (or governed) over the areas of Samaria, Judea and Idumea. Archelaus was one of the more brutal rulers of Herod, so when Joseph and Mary heard of his rule over Judea, they withdrew to Galilee.
